Over twenty years of experience in activities related to the development of markets and businesses in the area of infrastructure, implementation of economic utility policies, design and implementation of regulation and tariff analysis. Among these are: (a) Analysis of the regulatory frameworks for electricity in Chile, France, Peru, Argentina, Nicaragua and Dominican Republic; (b) Participation in the design of the Law and Regulation of electricity rates in Dominican Republic; studies for the creation of Sanitary Enterprises in Nicaragua, Venezuela and Mexico; (c) Calculation of Sanitary Services Rates and Electricity Rates of different Chilean companies; (d) Design of policies and enforcement of service quality parameters in utility rates; (e) Evaluation of investment projects in public and private infrastructure. The experience developed in this period includes: three years at regulation and control agencies of the Government of Chile, three years in private concessionaires of public service and fifteen years as CEO and Managing Director of GTD INGENIEROS CONSULTORES LTDA. executing private consulting to public and private agencies, both in Chile and other Latin American countries.
Civil Engineer with over 20 years of experience towards development and management of projects and businesses, advisor to the Ministry of Finance, director of the reorganization and restructuring process of the area of consultancy and corporate services of Colliers International. He worked for 6 years in consulting at electric and sanitary enterprises, then he served for 5 years as General Manager of Pullinque Power Company. He currently serves as GTD BUSINESS Manager and leads the search and promotion of electricity and sanitary projects.
Attorney and Business Administrator, Juan Pablo Borquez, is legal counsel and independent economist since 1991 in several corporate matters, both financial and pertaining to projects. He has participated in several acquisitions and mergers ("M&A's"), both public and private, purchases and sales of assets to the development of commercial and tourism real estate projects, agreement negotiation of shareholders and partners, due diligence, tax and estate planning for companies and individuals, leveraged buy-outs, strategic partnerships and alliances, relations with issuers auditing organizations, rating agencies, collective and suppliers bargaining, management relations, business general consulting and new projects in several industries.
His international experience is to support foreign companies in their businesses and projects in Chile, as well as Chilean companies in their business outside of Chile (in the United States, Peru, Argentina and Venezuela), including investigation and analysis of business and investment opportunities; entry or exit license from country capitals; and so on.
Electrical Engineer with over 22 years experience in multidisciplinary projects, especially in the fields of power, industrial electrification, protection, digital control and software development, technical and administrative management of public and private infrastructure projects, maintenance planning and investment projects for industrial plants.
Participates in the design and commissioning of digital control systems for hydroelectric and thermal stations, construction contracts management for hydropower stations, detailed projects and commissioning of low voltage electrical substations, design, construction and commissioning of digital control devices, energy and tariff studies, cost control program development, electrical work force projects, protection, control and instrumentation applied to industry and mining plants, assembly inspection and commissioning of electromechanical equipment, installation and commissioning of thermoelectric plants.
